Mussolini was pretty good at some things like combatting organized crime. He also secured the Papal State. He was no enemy of the people. I have yet to hear about any actual abuse he leveraged while in power.

There is a lot of context once you bring communism in. Not to us, but the losers. They all feared communism. Japan begged us to lift the embargoes they just wanted to keep troops in Manchuria. They feared communism.
