If we are going to do empire, it needs to be a legit military empire. This mercantile thing is a fucking joke. Just be honest about it. Conquer and take. An empire based around a warrior culture and honor is not that bad in the long run.

Making money is fine, but an empire needs to be run by warriors. Just let the warriors go into business when they retire. Great Britain was fine until the aristocracy went soft and the real warriors were the militia. They got their asses handed to them because they bought and sold rank, and focused on the money to the detriment of the warrior caste.
