I think you'd be best to set up near the Ohio River Valley. That pocket South of the Ohio River, West of the Appalachian's must be held and the line pushed northward along the MS, hooking in to Chicago from the West cutting off Minneapolis, Denver, Cleveland and Detroit. You just surround those citys and install CCTV every for R&R.
