If he want to, Trump can end the existence of security clearances with the stroke of a pen, just as he has threatened to do for DACA (also "only" an executive order). There is no overarching law that prevents him from granting clearances to anyone he wants to grant them to.
I don't know that it is entirely accurate that clearances are "kept", so much as it is generally very easy to get a clearance again if you have had one recently. Clearances are all about "need to know" anyway, so even if you "have" a clearance you shouldn't retain access to anything you don't have need to know. Of course, as C-Mag pointed out there are plenty of people willing to ignore the rules regardless.

I'm not shocked there are people willing to ignore the rules. This is true, everywhere. At work, I can't get anything done without submitting a ticket, unless I can find and make nice with the person who can get it done without a ticket. Most of life is this way.
It's really disappointing that people are willing to put our country at risk, though. Chance of getting prosecuted for treason is pretty low. When there are no consequences for bad behavior, this is what we get.
