Why are you linking a 5 year old poll? But 33% coincidentally is about the number of core Trump supporters. Go figure. FWIW Trumps midterm approval was 10 pt lower than Obama's. According to this fascinating page, the only presidents to dip below Trump at any stage of their 1st 2 years were Truman and Reagan, with Ford for a tiny bit. Even Carter did not spend as much time in the toilet in 4 years as T has in 2. The only Democrat to spend 2 years as unpopular as T was Truman.
