During a Monday White House press briefing national security adviser John Bolton was photographed carrying a notepad — presumably as he was fresh out of a national security meeting — and one of the things which appears to be handwritten on the pad is "5,000 troops to Colombia".
The contents of the notepad were spotted almost immediately by multiple journalists online after an NBC news release featuring the AP photo was published. More precisely the full contents appear to read:
"Afghanistan -> Welcome the Talks. 5,000 troops to Colombia."
When asked following the briefing by eagle-eyed reporters who caught a glimpse of the notepad's contents about the "5,000 troops to Columbia" memo, the White House spokesperson responded, "As the President has said, all options are on the table."

The Trump administration said Thursday it will keep some 200 American troops stationed in Syria as part of what the White House is calling “a small peacekeeping group.” The continued troop presence comes as a slight reversal of President Trump’s December order of a complete withdrawal of U.S. forces, which currently stand at some 2,000 troops. The decision to leave appears to be in response to the belief that even a small American presence would stabilize the territory liberated from ISIS by protecting the Kurdish minority that has done much of the heavy lifting in the fight to eradicate ISIS from the region.

President Trump on Wednesday ended an Obama-era requirement that the U.S. government publish an annual report on the number of people killed in drone strikes or other counterterrorism operations outside of war zones.
Trump issued an executive order revoking the requirement, capping months of speculation that he would revoke the disclosure rule.
The order says the director of national intelligence must no longer issue “an unclassified summary of the number of strikes undertaken by the United States government against terrorist targets outside areas of active hostilities, as well as assessments of combatant and non-combatant deaths resulting from those strikes, among other information.”
The White House last year chose not to publish the unclassified report detailing the number of strikes carried out against terrorist targets and the number of combatants and civilians killed. The administration was facing a May 1 deadline to issue the next report.

Yeah, I wonder why the (obvious?) possibility of him showing the notes on his clipboard isn't discussed more and what it could mean. I'm thinking it was meant as a simple intimmidation tactic. Show Maduro that the US is willing to get serious with troops, and Maduro might back off voluntary. Something like that. Bolton may be a warhawk, but even he probably wouldn't send a small amount of troops if there was any possibility they might fail.
