Asked yesterday whether the explosion may have been sabotage aimed at testing the government’s resolve with regard to its anti-fuel theft strategy, President López Obrador responded:
“If they are thinking about trying us, if that’s the intention, then once and for all understand that we’re not going to give up . . . I offer an apology to the people if this action causes sacrifices, damages, inconveniences but we have to do it . . . The homeland comes first. Mexico needs to put an end to corruption, it’s not something that’s negotiable.”
I don't think it's that cryptic. From what I've heard pretty much everyone in Mexico is hoping they all die of sepsis from their burns. They regard people like this as lower than insects.

Was this some kind of organized action by a cartel or something? Or is Mexico declaring martial law?
Mexico is already basically martial law the country. All the oil has been nationalized for some time so I would imagine that this is seen as a direct threat to the state from would be disrupters. I don't think it was organized crime, simply parasites, (same thing really) but it seems like the question was kind of pointed at organized crime hypothetically.
