Maybe it was some other licence and I am remembering it wrong. I dunno, he had everything ready to go but couldn't open shop because he was waiting for approval of some kind.

I want to take a shot though. Whomever is probably formal for when you are addressing a person or group of people as the possible person or party for whoever could be named. Whoever is probably the go to usage when indicating a vague unspecified party.

Whom should be used to refer to the object of a verb or preposition. When in doubt, try this simple trick: If you can replace the word with “he”' or “'she,” use who. If you can replace it with “him” or “her,” use whom. Who should be used to refer to the subject of a sentence.

It could in the off chance that the brewery were on Federal land like a military base or Indian Reservation. He should contact Sen. Warren immediately
