They are provisional ballots so they should have affidavits attached but if they are not at the county office like 72 hours after the election they should be discarded. It's a nice little way to steal an election cause if you get caught, your ballot won't count but you won't be prosecuted.

They shouldn’t be allowed after the post office closes the day of voting. But that’s just me. Unless they are postmarked, and verified that day.

That is just the thing they shouldn't be mailed in the first place. A provisional ballot is not an absentee ballot.
