Software architecture and systems engineering is the higher-level design and engineering that happens in the development of something like a wireless network. That's not getting outsourced. That's core business.

Iunno man, the critical hardware is definitely being outsourced. Why not the software?

I'd say whatever tech corporation offshores the design of the systems that form the core of their business are doomed.

The only way that makes sense is if the intended market for that system is offshore. So, if I were to develop some technology specifically for Chinese markets, I would consider building a facility in China and developing it there. But if we are talking about, say, the design of the latest Droid device for Motorola, then Motorola would be suicidal to offshore the design of the hardware and software for that device to China. Which.. knowing Motorola management, I'd say that was a distinct possibility before Google took over, and now Google is taking the same path Motorola once did.
