It was in the article you posted earlier as well which was citing huffpo which was in the second paragraph there. Anyway, I think you should look into sonic weapons and ambassadors.

I'm all for giving the UN ambassador the curtains as a parting gift as we permanently close the office and auction everything else off.
She can cut them up to make a nice dress for her streetwalking ass.
