I moderate my drinking of alcohol. Note that if I don't, the state may censor (arrest) me if I attempt to drive or start fights, mouth off to the cop, etc. They also censor me from its consumption before age 21 (or try to anyways).
Not saying such censorship is always a bad thing, but it is still something imposed on me rather than something I have "moderated" myself from doing. Martin could say it's the "right" thing to censor me, but it would by its nature always be authoritarian, imposed on me rather than by my own choice.
