Problem here is that Brazil is way too fucking strong for them. Completely different league, there. Columbia is a bit stronger than Venezuela, but they also are American allies and we'd help Columbia completely wreck their shit in days. Panama is directly defended by the United States. By the time you get up to Costa Rica, logistics become ridiculous for them even if their country's economy wasn't falling apart.
Invading anybody across the fucking Amazon is not possible without major air power and mobility.
