What if we re-designed the electoral to be counted by county instead of state?

I think some of the states go by county, but I could be wrong. If you want to use them in the overall tally though, you’d see counties taking on the shapes of representative districts pretty quickly.

I’d much rather see a straight-up popular vote anyway, and this is a step in that direction.

I think they would anyway. You have to remember electoral college is partially based on population to begin with so any proposal based on county would have to be based on some popular dimension.
