Long story short, the telecommunications companies will no longer be able to hold monopolies on telephone poles. Which means that the companies that have the ability to set up communication lines will be able to do so, such as Google, etc...Permit new attachers to elect an OTMR process for simple make-ready for wireline attachments in the “communications space” on a pole.

It would make the blue collar sector boom for at least 20 years. Because to do this right, that is probably how long it would take for the US to have everything underground.
