You do know about that don't you? The same employers who hire illegals also hire Americans and pay them under the table. It makes no difference to them, as long as they aren't on the books. The key element is a workforce that isn't on record with the tax man, or the regulators.

Making it more expensive to hire Americans who work on the books than it is to hire workers who will take their pay under the table creates the market for illegal immigrant workers.
