There’s no ‘engineering’ happening. American Immigration is moving along at normal levels - we just happen to be in an uptick right now.

I'm a bit curious as to how our totalitarian juggler envisions enforcing this interracial marriage program. Perhaps sanctions towards same race couples similar to chinas one baby policy. Punitive taxes to anyone breading within their own race I guess. Will that rule apply to Arabs, Jews, Asians, and Blacks as well? Is it only the Whites that needs to be annihilated? I guess anyone from the Carribean or Latin America already qualifies as mixed. Some kind of agency tracking everyone's ancestry? A simple DNA test might be enough nowadays, I guess. I can see the Brits lining up at the local Race Testing Centre to see if they might get permission to have children without penalty. I think they are ripe for it by now.

It's not actually. What actually happens is that most people self-segregate into their own ethnic and racial communities. Eventually the sectarian conflict ends the multi-ethnic nation.

The only way, historically, to keep it going is through authoritarian rule. Most of the time that comes in the form of a Saddam Hussein or Assad. If you are lucky you might get it done with an authoritarian government like Singapore. But Singapore is technically a city-state, and it's probably much easier on such a small territory.

It's not really that common. Even now, with government policies that encourage white women to have babies with multiple nonwhite fathers, it's still not really all that high a rate, and this is about as much of it as you are going to get without literally assigning marriage partners.

Nor is this a white thing. Black people want to live predominantly with black people. Hispanics want to live predominantly with hispanics. We might all be interested in casual sex with other races, but deliberately having babies with them? It's not that common.
