U.S. President Donald Trump on Thursday issued a posthumous pardon to boxer Jack Johnson, the first African-American heavyweight champion, who was jailed a century ago due to his relationship with a white woman.

“I believe Jack Johnson is a worthy person to receive a pardon, to correct a wrong in our history,” Trump said.

In a case that came to symbolize racial injustice, Johnson was arrested in 1912 with Lucille Cameron, who later became his wife, for violating the Mann Act. The law was passed two years earlier and made it a crime to take a woman across state lines for immoral purposes.

Johnson died in 1946.

(CNN)Hellbent on besting Barack Obama at everything, Donald Trump began talking about his potential Nobel Peace Prize long before the date set for his summit with North Korean leader Kim Jong Un. He heaped praise on the most repressive leader in the world -- "very honorable" were the words he used -- and the White House Military Office even issued a commemorative medal for the upcoming summit which, bizarrely, called Kim "Supreme Leader."

But Thursday, with a letter to Kim that is true to the cartoon nature of his personality, Trump cites "the tremendous anger and open hostility displayed in your most recent statement" and canceled the peace talks in a fit of childish pique. This came after Vice President Mike Pence's threat that the North Korean government could be toppled as Libya's was if Kim didn't come to heel -- a threat that prompted a North Korean official to call Pence a "political dummy."

Rarely has a President shown himself to be more clueless than Trump in his handling of the Korean crisis. With his schoolboy taunts about "rocket man" and wild swings between threats and loving praise, Trump has acted true to form. To understand this one need only consider his previous record of negotiating in business.

The North Korean Summit Should Stay Cancelled

It’s not exactly Donald Trump’s Reykjavik, but he has done the right thing by calling off the misconceived summit with Kim Jong-un.

The North Koreans have been yanking our chain over the last week or so, presumably trying to establish their leverage and begin a negotiation over the negotiation. They seemed to make some progress, with Trump saying the other day that maybe we could settle for something short of complete, verifiable denuclearization, which is supposed to be our core demand. The president may have tempted the North Koreans into the gamesmanship by occasionally seeming over-eager to take credit for a stupendous diplomatic success (stripping North Korea of its nukes) that hadn’t happened yet and is unlikely to happen.

On the other hand, unpredictability is a typical North Korean negotiating tactic, so the sudden shift from warmth and sunshine to blustery demands and threats shouldn’t have been unexpected.

It was always far-fetched that the North would be willing to give up its nuclear weapons. For Pyongyang, the value of a summit wouldn’t be the opportunity for a good-faith negotiation at the highest levels but the chance to use a superficially successful meeting to unravel the sanctions against it, the way it has in the past.

President Trump says there’s still the chance of a summit at some point. It’d be better to give up hopes for a splashy meeting and instead double down on the maximum pressure campaign. There’s still room to tighten up further by, for instance, cracking down on the regime’s illicit sources of cash and imposing secondary sanctions on Chinese entities dealing with the North. The longer-term goal would be to crack the regime, or at least its will.

It’s nice to believe that the North can be defanged easily and quickly at a headline-generating summit. But realism says otherwise. The United States shouldn’t, yet again, let the North Koreans play scorpion to our frog.

In a statement issued by state-run Korean Central News Agency, citing Vice Foreign Minister Kim Kye Gwan, North Korea announced it was willing to sit with the U.S. "whenever, however" through any method to try to resolve the outstanding issues.

Gwan said that whereas President Trump’s announcement to one-sidedly cancel the planned summit is unexpected and very regrettable, "North Korea's goal and will to do everything for peace and stability of the Korean peninsula and mankind remains unchanged, and we are always willing to give time and opportunity to the US side with a big and open mind,” according to the statement. He added that "We express our intent that there is a willingness to sit at any time, in any way to resolve issues" and noted that President Trump's decision to cancel the summit is "not what the world wants" and the summit is necessary to resolve the current hostile bilateral relationship.

Furthermore, North Korea appears to be backtracking on the recent diplomatic escalation and has effectively apologized, stating that "its previous remarks regarding the U.S.-North Korea summit had been in protest against strong US remarks towards North."

President Trump’s abrupt decision Thursday to abort a summit next month with North Korean leader Kim Jong Un left the White House scrambling to explain the outcome to allies amid fears that the collapse of talks would mean a return to heightened tensions between nuclear powers in East Asia.

Trump announced he was pulling out of the planned meeting in Singapore on June 12 in a letter to Kim that came less than 12 hours after a North Korean official had personally disparaged Vice President Pence and warned of a nuclear showdown if the United States did not alter its tone ahead of the summit.
