Funded by donations, the Portsmouth exchange hands out an average of 5,000 clean needles every month. And while it's not popular with everyone — some believe it encourages use — public health officials say the "Prevention Not Permission" program has helped reduce hepatitis C, gotten needles out of parks and streets, and, most importantly, linked addicts to treatment, testing and counseling they might not otherwise seek.

I have, numerous times. Let's just agree to disagree. I fully support a city's right to have this program and keep it if the studies find it works and ditch it if it's not working in their area.

In Seattle, I would support them stopping it, but, I don't think that will turn Seattle into Nirvana.

The right of cities to try it was never up for debate. The question was whether it was beneficial or not, and despite all the underhanded attempts by the media, dishonest “research”, and myopic factoid isolation of proponents, we see the reality of these programs littering the streets.

Except that in one of the studies I posted, the exchange program got back far more needles than it handed out and there are no needles, nor shit, in the streets. So, I fully acknowledge that it doesn't work everywhere. Agreed with you on that yesterday and still agree today.

I'm challenging the notion that because it doesn't work everywhere, it can't possibly work anywhere.

Giving them new needles to use is permission. But ya, it sounds catchy.

Oh and *cough cough* you still haven't addressed by question about where they get the money for their drugs. That is part of the cost, not just the pennies per needle.

Well, if I was claiming to have all the answers, I would have answered. I think in most places you can't buy injection needles without a prescription.

I once saw a man buy heroin with a blow job. (Well, I didn't see it, but I was around when the transaction was agreed to.)
