Rural areas would have shittier infrastructure, but according to Trump's plan, those things are going to privatize anyway. Culturally, city-folk would probably not want to venture into the country as readily because local laws would be suspect. There's lots of rural places where vast numbers of people are on public assistance of some sort like disability or SSI, which of them are state based besides Medicaid? Who's going to pay for paving their roads? It includes things like disability rates, but I can tell you from experience that people who end up disabled end up moving to those regions because they are much easier places to live on a fixed income.
