I didn't argue anything yet. I was asking for the other side's thoughts on the cause. Only when I agreed with Fife did I get a hint at what the other side thought it was.

I was arguing for a materialist explanation for social problems the whole time. And, I kept hammering on 90s welfare reform because I blame the Democrats for a lot of terrible welfare policy.

Clearly, I was not making the point effectively.

If all US demographics that recieve (long-term) welfare benefits, are also single moms with absentee fathers, that's an argument for correlation. If blacks on welfare have disproportionately more single moms with absentee fathers than other demographics, culture plays a role. If you buy into the racial thinking of being white = implied privileged and dark skinend = implied unprivileged, and the idea of being naturally devoid of personal agency simply due to the color of their skin, then you're also going to believe that you're in fact helpless to improve your situation. Passive resignation makes sense, then.

Victimhood culture inevitably paralyzes any culture and makes any sort of social progress beyond apathy and defeatism impossible. Add race thinking into the mix, and the SJW's are actually right about that whole "systemic racism" thing. Only that it's primarily them reinforcing the racism. Not a string-em-up in the lamp posts wearing a white hood-type of racism, but the White Man's Burden/White Guilt type of racism, the patronizing assumption of all non-whites being helpless victims and that it must be up to white people to "save" them from either other white people or themselves. The old soft racism of low or no expectations.

Welfare in itself does not confer learned helplessness. Setting no conditions, having no expectations for recieving said welfare does. If fathers do not take responsibility for their kids, that's not the fault of government... that's an assumption that gives government way more power than it does. A father that does not feel pride as a person, an individual, is less likely to want to look their child in the eye. A cultural trend stemming from the US progressive left that keeps on reinforcing the black father as powerless due to something he cannot change, his skin color, that keeps reinforcing the notion that there is a hierachy to race and that black people are at the bottom, is not a trend that can confer pride.

Also, about the "what you subsidize, you get more of" saying: Well.... in Denmark we subsidize religion (Protestantism). Somehow we're not the most religious country in the Western hemisphere. The non-state religion-subsidized is. Money does matter. No doubt about that, and yeah poverty and social problems are obviously linked. But culture can be part of that "social problem" for the same reason one's individual, personal upbringing affects how anyone else interacts and manouveurs, succesfully or unsuccesfully, through wider society.
