I have just heard a counter argument to this. My Sunday line up listening is first Front Lines of Freedom with Col. Guillam, then Gun Talk with Tom Grisham.

On Gun Talk, Grisham endorses the bill as is, says both these laws would likely pass on their own. He thinks Massey is hyping this. A Kentucky caller said Massey has never been for Concealed Carry Reciprocity, and thinks this is a move to stop Concealed Carry.
