Government is like any tool. You can build a house with a hammer, or beat someone's brains in. The latter doesn't mean hammers are inherently bad. Governments go bad when captured by a narrow group who then uses it for their benefit.

Back to the OP, these kinds of hidden taxes are getting more and more popular. Here in NJ they've tacked all sorts of surcharges on traffic tickets, because there's no large enough constituency of violators to vote against it.

$6 is tacked onto the fine amount, and that money is divided into five designated "funds" that are managed by the state: Body Armor Replacement Fund ($1), New Jersey Spinal Cord Research Fund ($1), Autism Medical Research and Treatment Fund ($1), Forensic DNA Laboratory Fund ($2), and the New Jersey Brain Injury Research Fund ($1).
