It's racial. Even middle class Hispanic neighborhoods in Latin America are covered with garbage. I walk down the alley instead of on the street when I go to lunch sometimes and the alley where these residences are compared to behind where the other businesses and residences is just disgusting. Trash everywhere, litter, just general piggishness.

As bad as some of the Chicago neighborhoods are, a lot of the poor blacks who actually own places still pick up the garbage. I don't think it's economic at all.
I never saw deep in the South side, so I am not sure about the Latino areas there.
My dad is from Butte County and I spent a lot of time there growing up. I myself lived there for five years. I've traveled around the country on the road.
