You're carrying that extension cord around and an officer decides you have "no good reason" to have it, obviously you must be thinking about strangling someone with it - you must appear in court to prove you aren't guilty of planning to use it for nefarious purposes ("wrong think"). Same with that bat, or pipe. Burden of proof on you to prove your innocence, you are presumed guilty otherwise.

Saw one just the other week, guy was helping a friend who does window glass replacement - has a knife for picking out glazing/sealing, they go to lunch and his friend leaves the knife in his car, forgets it later that day. Cop sees it in his car a few days later, doesn't believe his explanation, guy goes to court - even with a signed statement from his friend he's found "guilty" for possession of a knife that wasn't even his.

Apparently for having "no good reason" he now has a police record.
