Original premise was that the Hoover dam would not have enough water to produce electricity soon enough for me to need to get to Binion's in a hurry.
Current water level is arount 1000 feet, the dam was modernised to run efficiently under it previous minimum level of 1050.
The new min level is 950 feet, level is expected to drop 10 feet this year alone... you do the maths.

The level of the reservoir has more to do with how much water they allow the city to take out for regular consumption. Drawing more water out when there is less going in is not sustainable.
Population needs to reduce in order to lower power/water consumption.
