The federal response that made sure that the US will only see some 20k or so deaths covers what, excatly? Is closing flights to China (or something Trump actually did) the main difference between 20K and 200K death? Something else? Isn't the response to the virus, primarily a state issue? If so, surely it makes as little sense to put all or most of the blame on Trump as it does giving him the responsibility for all or most of the successes?

Since it is Trump who has flip-flopped and the further action he is threatening is an unseemly haste to reopen the country, putting lives at risk for the markets, by trying to unconstitutionally force the states to bend to the will of the feds, I reckon it's a good enough meme to make the point.
