The only way that makes sense is if the intended market for that system is offshore. So, if I were to develop some technology specifically for Chinese markets, I would consider building a facility in China and developing it there. But if we are talking about, say, the design of the latest Droid device for Motorola, then Motorola would be suicidal to offshore the design of the hardware and software for that device to China. Which.. knowing Motorola management, I'd say that was a distinct possibility before Google took over, and now Google is taking the same path Motorola once did.
Don't offshore your actual business.
