Ahh, you meant does the system profit from min-wage workers. Of course not. But they do pay into it.
If you don't like welfare, then either raise the min wage above the poverty line, or lower the poverty line to min-wage. The fact that we have a broken system paying out for nothing is not relevant to whether to bring in more citizens.
