No, I'm stating that more citizens is not a negative. We don't "need" them, but we don't "need" to exclude them, either.

How can you say that we don't need to exclude them if we have no need for them and our social programs are already overwhelmed?

The social programs are overwhelmed because these people are living like outlaws, working for far less than a legal citizen would be paid. How is this confusing to anyone?
