Italy merely kicked the can down the road, it didn't stop the death it delayed them, all while they still ate a ton of deaths in the short run and destroyed the economy on top of it. It's not even that they are a more docile populous, it's because they were hit hard by SARS 1 and remembered the lessons learned. More geography than social differences.
They were also better prepared in terms of equipment which has helped contain and track the spread.
All achieved through central planning.
There's little difference between Italy and the rest of Europe or even the US in terms of procedures, healthcare standards or preparation. They just suffered because they had less time to prepare.
