Ah, it's the razor wire.
It's illegal to use razor wire in this country. The government still uses it on prison walls and just pays the fines.

It's more subtle than that. SCOTUS removed the injunction to stop the feds from removing the fence until after the trial. In a normal time, the last few dozen lawsuits and complaints from border states would have been heeded by congress. Texas maintains control of the state park in question, with the national guard. Not sure what the Feds next move is, but it won’t be forceful, unless they want an actual civil war.
Governor of Oklahoma declared that it stands with Texas.

I just don't feel like much will come of this.
This is the first time in my lifetime that 2 states have openly rebelled, and Texas does not back down. This could get interesting very quickly.
