The number of people seeking refugee status had been on the rise in recent years as people took advantage of a system that allowed applicants with valid visas to work while their refugee claims were reviewed, the justice ministry said.

The government in mid-January limited the right to work only to those Japan regards as bona fide refugees.

As a result, the average number of applicants a day in the second half of January fell by 50 percent from December, the ministry said.

We need to scrap the 1951 Refugee Convention and the 1967 Protocol. It's no longer working.
We need to start with a clean sheet and rewrite the international refugee definition and what obligations there are.

The reason behind the current wave of refugees isn't war and oppression. There's never before in the history of mankind been less of that. The reason is the smartphone. I've been to Africa a couple of times over the last decades and I've seen the trend. First time I was there only a minority had a mobile phone. Cab drivers and guides and the like. Next time I was there everybody had one and they used them for everything. Banking and all kinds of things transactions. It was still the old kind of phones though. Everybody wanted to buy our smartphones. Since then everyone has upgraded. The effect of so many people getting access to so much more information is what we are seeing. They now know where to go and how to get there. What to say at each part of the process. What claims to make and when to get rid of their papers. It's all there and we're totally unprepared for the situation. It's the same in all poor countries all over the world.
It is a biprodukt of global deep poverty vanishing. The countries that are abandoned would be better off if these people stayed and used their energy and resources to improve their home countries instead.
We are used to seeing reffuges as women, children, wounded, sick and old seeking shelter while the young and able-bodied men remain and try to take care of business.
This time it's the total reverse. The young men with ability and resources go away to chase the promised land.
This must stop. It's not a matter of xenophobia either. It's just common sense.

The 1951 Refugee Convention was written to deal with the situation in Europe after WW2. It was temporary but was modified and made permanent by the 1967 protocol. It was mainly intended to regulate the treatment of people escaping the east block and various dictatorships. It is not well suited to deal with hundreds of thousands of people trying to escape poverty with prepared stories and no papers.

Let's scrap that old relic of the cold war and make some new rules.
