2. The officer is greying on the sides, the confederate flag guy is not.
3. The confederate flag guy's beard is grey on the left and right with color down the middle, the officers is mostly colored with little greying.

Some of those things are easy to fake. A reduced hairline, all you need to do is shave it back. The amount of time it took for him to "come forward" it easily could have grown back .

Hair color, easy to change...

What isn't easy to fake is the facial and bone structure, which if this guy had a twin, you are looking at it.
