Anyway the word you are looking for is empaneling. Most of the MSM couldn't get that right. And it's purpose is for (yes all 16 of them) prosecutors to put forward a case to a jury for litigation. It's all very reminiscent of Bill Clinton's first term, this is practically a routine in Washington, if any sort of "outsider" candidate breaks through, which, Bill Clinton was, until they basically ran him down and got him under control, the objective is enforcing conformity, which, in Bill Clinton's case, he called "triangulation", or rather, that's what Dick Morris called it, mind you, "triangulation" turned out to be a rollicking success, as that was what got him reelected.
