Perhaps he is doing exactly as he planned, so congress is forced to reduce the power of the President, force the states to take more control over their own problems, and give power back to "the people" because even he said, the government has gotten too big, and the people no longer have a voice?

I don't know, but to me, I think Trump playing the way he is, is don't exactly what he promise he would do on the campaign trail. The difference is he is having the government do it to themselves because they fear what he would actually do if given the power to do so.
Crazy as a fox?

Maybe Trump is crazy, but are foxes crazy?

Yeah, somebody said, was it Okeefenokee or somebody else (I don't remember), that he would like to have a Trump presidency because then the media would be the watchdog they ought to be and not the poodle they would be under a Hillary administration. I have to agree to that, but the idea that it's great if Trump will trash the "imperial" Presidency makes the assumption that the political system can recover from the disruption in some better form than before. That you get better checks and balances.

Because one possibility is simply that the government becomes far more dysfunctional than it ever has been, hence no improvement in anything.

You've never seen a fox if you need to ask that question.

Maybe foxes lead more emotionally stress-free lives in Finland and are more known as, let's say... clever foxes than crazy foxes?
Fame is not flattery. Respect is not agreement.

The phrase doesn't refer to somebody being truly crazy. It means that they are doing something that superficially seems crazy at first, but if you analyze it further you discover it to be quite clever or genius.

Wim Hof, for example, fits the description of crazy as a fox. At first, a guy jumping into glacier lake seems crazy. But when you later learn about his method and what he was able to do with his body, it turns out to be quite clever.

Or.. Remember way back a long time ago in the 2016 primaries when people in the totally not fake MSM said Trump was crazy and would never bust out of this "ceiling" they fabricated, or how any of hundreds of manufactured outrages would finally be the thing that undoes this crazy man's campaign? Trump was definitely crazy as a fox. He had the correct strategy all along.

Oh actually there are some here. Very seldom you see the mammal, but it doesn't come off like being crazy.

What is a crazy animal is the wood grouse.

Here's one desperately trying to enter a house in Finland... for some unknown reason.

Here's one attacking skiers in Norway.

Those birds with their attitude would do fine in the Trump White House.

(Thanks for opening the phrase, StA)
