They're building a toll road in El Paso that can only be worked on for a few months out of the year. The reason is it goes over the rail lines, and the rail companies won't let them build while trains are going underneath. The city of Miami doesn't seem to share that concern in protecting the people of Miami, seeing as they were allowing traffic to travel under a bridge while it was in construction.
I'm curious why I was reading that the bridge opened five days before it collapsed. That bridge wasn't complete.
