Yep. It would have some negative consequences for sure, but nothing like rewarding women for becoming single mothers..

Instead of handing them money, you just take care of their kids while they go to work. No food stamps. No welfare. No rent subsidies. Nada nada nada. The message to young women should be: don't fuck it up, we aren't going to give you shit.

Women seem to want gender equality and I aim to give it to them.

According to your article the rules state that she can only compete as the gender she was born and clearly she would be breaking the rules by taking male hormones and steroids. If she were allowed to compete as a male then she would have to get approval by the governing body to continue using hormones and steroids.
