they are handing out arms to random civilians without even swearing them in nor training them

they are directing all civilians to arm themselves molotov cocktails

at that point by the laws of armed conflict

the Ukrainian government itself has condemned its own civilians as legitimate military targets

you don't have the protection of the laws of armed conflict if you are not following them
