I heard it repeated again today that the dems can't win elections if they lose 15% of the black vote. Someone got a link to whatever article or study this figure came from?

While it's true that the black vote determines the democratic nominee for president, it's hardly the case that democrats cannot win the presidential elections without blacks.
They can still flip states in the same way that Trump did in 2016.
