Wouldn't the Ancient Persian and Roman Empires be considered multi-ethnic ?

When speaking of multi-ethnicity, there really are two types.

When various empires, Rome and Persia included, conquered their neighbours and expanded their territories, their state gradually became more multi-ethnic. Yet not in the way you'd see a major American city be multi-ethnic. Let's say Persia or Rome conquers Egypt. Is Egyptian culture then considered equally valid throughout the empire? Would an Egyptian, with an Egyptian name, worshipping Egyptian gods, have as much opportunity in politics or even business as a Latin Roman (in the Western part of the Roman Empire) or a Greek (in the Eastern)? The answer to that is: No.

Egyptians stayed Egyptian, Romans stayed Roman, Greeks stayed Greeks and Numidians stayed Numidians. Doesn't mean they never changed their culture, they all did, but in the case of Rome, the Gaul, the Egyptian, and even the Greek, it was their cultures being changed more by the Romans, than vice versa. As it is with all conquered or dominated peoples.

The city of Rome would have been quite multi-ethnic, sure, would have been teeming with merchants from everywhere at the very least. But if the road to power and influence in society requires you to abandon your cultural identity and adopt the ways of the Roman, and if you want that power and influence, that's what you will do. That's not a society where all cultures are considered equal. Of course, seeing as that wasn't an ideal or something particularly sought for, most people in the territories various empires conquered, just continued paying taxes to the new landlord - and kept their cultures as free as possible from foreign influence. Which was, after all, much easier to do back then.
