Flooding looks bad really bad and the rain keeps on coming. I think they said that it might stop on Monday and/or Tuesday but who knows and there are boats out rescuing people from their homes. Plus, stories about people being rescued by airlift as well.

Either way, he should get out. Walk/leave the car (okay I know it sounds bad, especially in his case, but I really would never want to be in a flooded car) with a bug-out bag or something. I really don't know the area but he should seek higher ground. Also, here is a video about submerging cars:
Once your car is flooded it's pretty much done for and also if you are inside a car flooded with water they say to have something that can cut your seat belt (if he is buckled up) and break the side window:

I'm ok. I'm on an overpass. I see traffic coming the wrong way so I'm assuming it's flooded down there. But I saw about a dozen and a half commercial buses drive down that way in a convoy. I'm assuming they are evacs.

My wife says they are ok. She was aware of the damns about to be released as well. Says she hasn't slept for four days. She's a good mother. I wish I could help them but she won't even tell me where they are.

What if you turned the thing off and plugged the exhaust pipe up with some t-shirts to keep the water out, and taped the the doors up with duct tape?
