FWIW, I'm in favor of repealing the entire FCA, and thereby also ending the FCC completely. Then not only would the FCC not be somehow "authorized" by Congress to enact law (regulations = law, btw), but the FCC would also cease to exist. Poof!
Then Bumfuckt, N.C., could enact whatever they please.
