What makes you think an ethnostate has to be based on skin color? It doesn't have to have anything to do with skin pigmentation, just look at the many real world examples for obvious evidence of this. Most ethnostates don't base their ethnostate on race, Liberia is a rare exception, it's far from the norm.
Jus sanguinis (Latin: right of blood) is a principle of nationality law by which citizenship is not determined by place of birth but by having one or both parents who are citizens of the state.
Jus soli (English: /dʒʌs ˈsoʊlaɪ/; Latin pronunciation: [juːs ˈsɔ.liː]), meaning "right of the soil",[1] commonly referred to as birthright citizenship, is the right of anyone born in the territory of a state to nationality or citizenship.
The 14th amendment is what gets in the way of Jus sanguinis working in America, it has nothing to do with being morally unfeasible for Americans while being fine for everyone else. Y'all Americans just needed an efficient way to make the former slaves citizens, so you choose to go real heavy on the Jus Soli back in the day with the 14th amendment. It has nothing to do with blood based citizenship not being based in merit, just being born on a country's soil has nothing to do with merit either, so quit fronting like that makes America a more merit orientated nation, it doesn't.
