You have to have a class III license to legal own a full auto. Also I don't think you can own a full auto produced after 1986, I could be wrong on that, so they will be less of them as time moves on. Also this is an old technology so it does not matter what laws you pass, if a nut job wants to do what this guy did there is no real way of stopping it. We need to know more about this person before we do anything else if my sources are correct. He was soon to be a divorcee, and he also had a lawsuit against a casino since 2011.
He had his pilot licenses, and I've been having a hard time finding much else, but if this other person is a "companion" then knowing more about her would be ideal, especially since one of the last shootings we had in the US had a "female companion" as well...

Full-Auto weapons aren't available to the general public, when will you get that through your head? You need to either know someone who is willing to get you one illegally or have a collectors/seller's license. Full-Auto guns are highly regulated.
A gun cannot shoot itself, it needs human interaction to do so. So I will say again, the problem is the person, not the weapon.

You can have a Class III, but depending on the state, it won't matter, it's illegal under all but a handful of circumstances. If he had something large caliber like a .308 with drums or something plus if you figure single bullets penetrating multiple people the numbers start to make more sense.
