again, half measures

they only committed one third of their ground troops available

they sent T-72 instead of T-90

they sent MiG-29 instead of Su-35

they thought they could pull this off with their Tier 2 forces, holding their Tier 1 in reserve

now they are being forced to feed their reserve Battalion Tactical Groups into the fight

but that is not even being done decisively, not shock & awe

they haven't brought the whole 1st Guards Tank Army to bear at once

instead, they are cannibalizing Motor Rifle Battalions from it piecemeal

to feed them into the urban warfare meat grinder

they are literally doing everything wrong in this situation

because like you said, Putin doesn't have Generals, he has cronies

Putin clearly expected to carve off eastern Ukraine within a few days. Shock and awe, take the capital, force concessions.

I don’t believe for a minute that he wants the entire country, just a buffer state in between.
