Yep.
What will the qualifications be?

Any given general election only has around 50% of the eligible population voting anyway; midterms far less. On top of that, when there is an active-passive citizen distinction, that's the first thing agitators will bring up when the plebes get angry. This makes society ripe for destabilization.

Negative.

I already told you guys what I think might work.

(1) limit the national government to bare-bones roles involving foreign policy, defense, treaties, etc.
(2) Enfranchisement at the national level is open to all upon completion of one enlistment in the armed forces of your choice.
(3) State or regional governments should be free to deal with enfranchisement as they see fit, but I strongly recommend that their enfranchisement be based upon property ownership and some threshold of tax paying record.

This puts the decisions in the hands of the people who actually have skin in the game. Most of the domestic policies would be handled by the state and local level. Those policies are funded through taxes. Most of that is going to come from property and income taxes. People who pay more in taxes should make those decisions. Otherwise you get freeloaders.

Freeloading is killing our experiment with republican democracy. It's killing democracy across the western world right now. It's not just tax payers but people who vote for politicians who want global conquest and empire who themselves have no intention of fighting in those conquests, or potentially sacrificing their children in them.

This is the problem: collect a random sample of a thousand CNN viewers. Ask them to raise their hand if they believe the government presented substantive evidence that Assad dropped chemical weapons recently and that they agree we should use military force to oust him, and commit to the region until it is stabilized.

I guarantee at least half the hands will go up.

Next tell them that in order to do so, they all need to enlist and fight in Syria.

How many hands stay up?

Many progressives want the worst of both worlds too, where they want the United States to intervene for humanitarian reasons creating a huge refugee exodus which they then want to settle in the West. They want to export the worst Western qualities to third world shitholes, while simultaneously importing the worst non-Western qualities to their own countries from the same third world shitholes. Of course, we foot the bill in both cases...
