I don't know specifically in this case. But in many cultures shaving someones head was a treatment given to those that seriously violated social expectations.

NYC now has half the Coronavirus cases in the US.
It's now time to lock down these cities and quit wasting our resources on them.
Not enough return for the investment. Don't reward the disease spreading mob of non-producers.
Rural folks already live social distancing, food production and storage, and a more sustainable lifestyle.
We can't afford to send all these resources to the stupid bums in the cities. Just let them die. Quarantine them so they won't infect the producers.
