Designing stimulus around the idea that people who are at high risk for complications would be taken care of if they sheltered-in-place while the vast majority that have light or non-existent symptoms could continue more or less normally would not have required precognition.

You don't need China to know that the elderly and immune compromised are at greater risk for complications. The quick transmission of this virus by people who are suffering mild symptoms, or are entirely symptomatic was also understood fairly early, if my memory serves.
I suspect Trump knew all this when he was downplaying the seriousness of COVID in early March.

Nothing was understood, because the source (PRC) was unreliable. In fact, they publicly humiliated and shamed the very doctors that tried to warn the world, and have clearly released BS mortality numbers to this day.
Nor can we simply mass-assume "The elderly are always at greater risks, cut them the pre-cog stimulus checks" because during the last pandemic:
Mortality was high in people younger than 5 years old, 20-40 years old, and 65 years and older. The high mortality in healthy people, including those in the 20-40 year age group, was a unique feature of this pandemic.

Fortunately, if the AP is to be trusted, Trump is beginning to focus federal efforts on reopening the economy with best-practice guidelines.
It is a shame that we have had four years of "don't take Trump literally" as a defense, since taking him literally is going to be crucial in inspiring consumer confidence and mitigating fear of infection.

Do you send the obese 55 year old home and tell the 55 year old with a BMI of 24 they have to keep going in to work?
People also fail to separate the media briefings from the job. There is a lot more going on behind the scenes than what is presented in the press briefings. They werre being optimistic at the beginning to prevent panic while they figured things out. I don't 100% agree with that, but I know there is alot of work going on that we never hear about. To say Trump not focused on the job is a dishonest argument based on a sliver of what we know.
