Government takes money - and spends it.
Spends more than it takes on the regular, actually.
And when it does create "programs" - they aren't awarded based on meritocracy.
They're awarded based on need, or to everyone who meets a particular (non-meritorious) metric.
Mostly they're just given to friends and family via nepotism tho.
So again, how does the government crushing family's inheritance serve meritocracy?
It serves only government, which operates completely removed from meritocracy.
